HARMONISING THE LAW OF A FORMER “POWDER KEG”: HOW TO BOOST THE FOUR FREEDOMS’ BALKAN COMMON MARKET?
The XVIII Harmonius School of Law, an international conference focusing on the law in Southeast Europe, organized by the Harmonius Independent Association-network of Legal Scholars, and the Judicial Academy, was held on Friday, November 24, 2023, on the topic: “Business and legal challenges of the Open Balkan”.
The conference was held in a hybrid format. The first part of this year’s Harmonius law school was held at the Faculty of Law of the University of Belgrade, while the second part was held at the Chamber of Commerce of the Republic of Serbia. Besides the participants that were at the Conference in person, participants were also present in the online form.
Participants of the Conference were greeted with an opening speech by Prof. Dr. Nenad Tešić, president of the Harmonius Association, as well as the Vice dean for academic affairs at the Faculty of Law, University of Belgrade, Prof. Dr. Bojan Milisavljević.
There was a total of 19 presentations that presented at seven panels dedicated to current issues and topics related to the initiative Open Balkan. The conference was attended by the members of the academic community, but also experts from practice, from Serbia, as well as other countries of the Western Balkan’s region – Republic of Croatia, Republic of North Macedonia and the Federation of Bosnia and Herzegovina. The presentations were followed by an interesting discussion. After the end of the working part of the Conference, there followed the closing remarks of the organizer of the meeting, as well as the awarding of certificates to the participants.
The Organizational team of the Conference consisted of Professor Dr. Nenad Tešić and teaching assistants Marija Vlajković, Stefan Jovanović, Mina Kuzminac i Darko Stevanović.
All papers presented at this international conference will be published in the new issue of Harmonius – Journal for Legal and Social Studies in South East Europe, 2023.

XVII Harmonius School of Law, International Conference on South East European Law, organized by the HARMONIUS association-network of legal scholars and Judicial Academy, was held on the 25th of November 2022, at the University of Belgrade Faculty of Law. The theme of this year’s HARMONIUS School of Law was: “Offline V Online: Common Values and Fundamental Rights?”
Associate Professor Nenad Tesic, president of the HARMONIUS, Nenad Vujic, director of the Judicial Academy and Professor Bojan Milisavljevic, Vice-Dean at the Faculty of Law University of Belgrade greeted participants, professors, lawyers and law students from Serbia, Bosnia and Herzegovina, Croatia and Macedonia with their introductory remarks.
During four sessions dedicated to different trending legal issues with special emphasis on the public law, labor law, international public law, fundamental rights as well as private law, 13 scientific papers were presented by professors and PhD students from the Faculties in Osijek, Rijeka, Skopje, Belgrade and Banja Luka, as well as lawyers and representatives of different state institutions. All sessions were followed by lively and active discussions among participants. Students of all study levels at the University of Belgrade Faculty of Law as well as participants of the Judicial Academy closely followed all the sessions. After working sessions, the organizers thanked all the participants and handed certificates to colleagues who took part in this year’s International Conference.

XV Harmonius School of Law, International Conference on South East European Law, organized by the HARMONIUS association-network of legal scholars, IRZ (Deutsche Stifung für International Rechtliche Zusammenarbeit) and Judicial Academy, was held virtually, due to COVID-19 pandemic, on the 27th of November 2020. The theme of this year’s HARMONIUS School of Law was: “Iustinianus or Tribonianus; To Whom Lawyers Should Pay a Tribute?”.
Assistant Professor Nenad Tesic, president of the HARMONIUS association, dr Stefan Pürner, Attorney at Law, Head of Section for “South – East Europe I” (Bosnia and Herzegovina, Macedonia, Montenegro and Serbia) and Nenad Vujic, director of the Judicial Academy, greeted participants, professors, lawyers and law students from Serbia, Bosnia and Herzegovina, Croatia and Macedonia with their introductory remarks.
In the introductory panel that treated COVID-19 and the effects of the pandemic, Dr. Stefan Pürner, as well as Professor Dejan Bodul from the University of Rijeka Faculty of Law presented their views and papers. 14 other scientific papers were also presented on the following four sessions by the professors from the Faculties in Osijek, Trebinje, Skoplje, Belgrade and Rijeka as well as judges and lawyers from Serbia and Croatia. All sessions were followed by lively and active discussions among participants.
